Reliability->Data Plane over-references Cluster Autoscaler

Describe the problem
The best practice recommendation on reliability in the data plane speaks mostly of Cluster Autoscaler and has only one passing reference to Karpenter. This section should be rewritten to either be technology neutral or focus on Karpenter as the recommended auto-scaler
