Move the `Config` object to the top of every client page, before the client commands.

Describe the issue

In every client page, customers are forced to scroll all the way to the bottom of the page to find the config object that every client takes.

This makes it both hard to work with, and most importantly hard to find.

Action item: move config structure to the very top of the page.

updated discussed today: create a table of contents with links to the sections of the page including client config, but don't move client config above commands

also, in the client config section, link to https://github.com/aws/aws-sdk-js-v3/blob/main/supplemental-docs/CLIENTS.md

Since we've added Table of Contents at the top of every client page, client config is now easily accessible via TOC link and users don't have to scroll all the down anymore. Closing this now.
