Check if secrets exist before deploying the workload

Right now if users specify secrets that do not exist, it will fail to spin up any stable tasks and keep hanging, which makes it difficult to find out the reason why the deployment fails. Also, it can take very long time for users waiting for the rollback. It would be great if Copilot can validate the existence of secrets specified in the manifest before the actual deployment.
