Add `node-latency-for-k8s` Support, Metrics, and Regression Testing to E2E

What problem are you trying to solve?

We'd like to add the node latency support to our E2E testing so that we could get metrics back on node launches to look for anomalies and know what our average node launch times are. We could use these metrics in our Grafana dashboards and evaluate these metrics for regressions when we are considering the latest commits for release.
