Proposal: Drop `charts.karpenter.sh` Support

What problem are you trying to solve?

We stopped pushing updated versions of the Karpenter helm charts to charts.karpenter.sh since v0.16.3. We are now on Karpenter v0.35.1 which is an extremely wide skew from v0.16.3 (it's almost 2y since we have deployed v0.16.3). #3375 is asking to bring chart support back since there were different blockers at the time that necessitated using a helm chart over using an OCI artifact (Argo support, ECR credentials, etc.).

The majority of these seem to be resolved at this point, though I'd still like to propose that we drop this and give everyone sufficient time to chime in if they think that this is a bad idea.
