Add CPUManager static policy options for Bottlerocket

Description

What problem are you trying to solve?
In order to support latency-critical and high-throughput workloads, kubelet CPUManager static policy supports a number of Static policy options.

Bottlerocket supports all Beta policy options since v1.51.0, released on Nov 17,2025.

We need to support CPUManager static policy options in pkg/providers/amifamily/bootstrap/bottlerocketsettings.go,

Current behaviour is Karpenter does not pass-through this setting, but simply ignores it.
