Security Policy Builder

Problem:

To take full advantage of security policies, customers need a policy builder API so they can customize their own security policies.

Solution:

Design an API to build s2n_security_policies.

• Does this change what S2N sends over the wire? No
• Does this change any public APIs? No
• Which versions of TLS will this impact? All

Requirements / Acceptance Criteria:

A document and set of issues needed to complete the builder implementation. These issues should include deprecating the cipher prefs API.
