Document allowlisting prerequisite for deployment and registration (#45)

Partners and customers need their AWS account allowlisted for the
AWS Transform composability initiative before they can deploy or
register agents. This wasn't mentioned anywhere, causing confusion
when users hit access errors after building their agent.
