Shared library missing SO version

The previous change removed the SO version which is not allowed according to spec (see: https://tldp.org/HOWTO/Program-Library-HOWTO/shared-libraries.html).

Please re-add SOVERSION to the target properties and set it to 1. See also: awslabs/aws-c-common#698

Any update on this? As a shared library, aws-checksums should provide a proper SO version to be standards-compliant.
