Use SwiftFormat formatter

Describe the feature

We should update our formatter to https://github.com/swiftlang/swift-format. It is included in the Swift toolchain by default now.

TODOS:

• Treat all warnings as errors. We just ignore warnings most of the time until they are reported as errors.
• A way to automatically format everything
