Ability to create service keys with additional IAM User

In the older broker I think maintained by PCF, when a service key is created, it is of a different IAM user. Does this broker not implement that? Are there plans to do so if not?

@elliott-neal it didn't used to, but I added this functionality last year (See this PR: #199)

You can provide lambda functions to create new accounts and credentials. There's some (minimal) documentation: here

We use this BindViaLambda functionality in production.
