Rate limit specific to ECMWF real-time forecasts #2927

On 2025-10-30, doing a download of 1MB file or 6GB grib file from ECMWF https://registry.opendata.aws/ecmwf-forecasts/, such as follows

$ aws s3 cp  --no-sign-request  s3://ecmwf-forecasts/20251030/12z/ifs/0p25/enfo/20251030120000-0h-enfo-ef.index .
download failed: s3://ecmwf-forecasts/20251030/12z/ifs/0p25/enfo/20251030120000-0h-enfo-ef.index to ./20251030120000-0h-enfo-ef.index An error occurred (SlowDown) when calling the GetObject operation (reached max retries: 4): Please reduce your request rate.

But at the same time, other buckets or open data was working

aws s3 cp --no-sign-request s3://nsf-ncar-era5/e5.oper.an.sfc/202507/e5.oper.an.sfc.228_246_100u.ll025sc.2025070100_2025073123.nc .
download: s3://nsf-ncar-era5/e5.oper.an.sfc/202507/e5.oper.an.sfc.228_246_100u.ll025sc.2025070100_2025073123.nc to ./e5.oper.an.sfc.228_246_100u.ll025sc.2025070100_2025073123.nc

On 2025-10-31, this issue was resolved and ECMWF real-time forecasts is working without any problem. This issue is to keep track and reporting on it.
