Add rotation warning for verifiers

Add a warning to verifier docs that tofnd mnemonic rotation isn’t supported for amplifier (and announce it to verifiers)? Specifically, the verifier identity is tied to the tofnd mnemonic, so a rotation will change that (unlike core where vald and tofnd mnemonics were separate).
