Allow customising the CI workflow name #2161

Apologies if this is a duplicate - I couldn't find one.
Following the advice here: https://axodotdev.github.io/cargo-dist/book/ci/customizing.html#hand-editing-releaseyml
It would be useful if we can set a custom name for the release workflow, it is currently set to just a generic "Release", which may clash or be ambiguous with other workflows in the repository. For example we use release-plz and release-please workflows with distinctive names.
