[Sunwell Plateau] Conflagration and Shadow Nova wrong targeting

Current Behaviour

In Phase 1 :

• Grand Warlock Alythess's Conflagration currently target the 2nd person on its own threat table.

• Lady Sacrolash's Shadow Nova currently target the 2nd person on its own threat table.

In Phase 2:

• Grand Warlock Alythess's Shadow Nova currently target the 2nd person on its own threat table.

• Lady Sacrolash's Conflagration currently target the 2nd person on its own threat table.

Expected Behaviour

In Phase 1:

• Grand Warlock Alythess's Conflagration should target randomly one of the top 6 on Lady Sacrolash threat table apart from the current Lady Sacrolash's target.

• Lady Sacrolash's Shadow Nova should target randomly one of the top 6 on Grand Warlock Alythess threat table apart from the current Grand Warlock Alythess's target.

In Phase 2:

• Grand Warlock Alythess's Shadow Nova should target a random person on its own threat table apart from the current target.

• Lady Sacrolash's Conflagration should target a random person on its own threat table apart from the current target.

Steps to reproduce the problem

1. .go c id 25166
2. Start the fight with 4 character
3. Tank Grand Warlock Alythess with character A and Lady Sacrolash with character B
4. Build up threat on Grand Warlock Alythess with character C to be 2nd on threat and character D to be 3rd on threat and character B 4th.
5. Build up threat on Lady Sacrolash with character D to be 2nd on threat and character D to be 3rd on threat and character A 4th.
6. notice that in p1 Conflagration will always target character C as it's 2nd person on threat for Grand Warlock Alythess and Shadow Nova will always target character D as it's 2nd person on threat for Lady Sacrolash
7. Kill Lady Sacrolash with keeping the same threat order on Grand Warlock Alythess
8. Grand Warlock Alythess's Shadow Nova will always target character C as it's 2nd on threat.
9. Reset the fight and repeat from 2 to 5 then kill Grand Warlock Alythess.
10. Lady Sacrolash's Conflagration will always target character D as it's 2nd on threat.
