docs: extend NumPubRand explanation for rollup-fp #588

Rollup FP's needs to set NumPubRand. This number needs to be big enough so they have enough pub randomness for interval. Default value is 50,000 which if we submit public randmnoness for each block and rollup block time is 1 sec it will only be enough for 13h
