doc: distinguish between chain ID and consumer/BSN ID in operational docs

Cosmos/rollup FP docs sometimes refer to chain ID for fields that are supposed to be consumer/BSN ID, for example the --chain-id flag of create-finality-provider. This needs to be fixed
