Add 'title' attributes to paragraph administration buttons

There are a set of buttons for editing and removing existing paragraphs. These are input elements, so can be hard to style (specifically, replace with svg icons). I would like a title attribute so that my users can know for sure which button they are clicking. (yes, I know that icons without words are bad, but my designer loves them)

I would like to propose that we add a title attribute to each of these buttons, so that they can be styled however, and their intent can still be known :)

I'm not necessarily opposed but thinking through if it makes sense generally to have a title that is identical to the value attribute. How are you replacing these with SVG icons -- just with CSS?
