Add a central Paragraphs Settings page

In the 2.x branch, I think it might make sense to introduce a Paragraphs Settings page underneath the Structure > Paragraphs menu item.

There are a few requests to add new links or buttons as options, and rather than packing them into the instance settings, some of them seem better suited to a global setting. I am thinking maybe a list of optional buttons/links that can be checked or unchecked in one spot, with reasonable defaults. e.g.

• Add up/down buttons for re-ordering large paragraphs #263
• Add an "Add above" button/link for a paragraph #175
• Add a "Replicate" button #116

Other potential types of settings:

• Provide an option to remove the "delete confirm" process for paragraphs #264

Interesting suggestion! Do you think there are also some existing options which would fit better as a global setting?
