UNTRANSLATABLE "SHIPPING QUOTE PANE DESCRIPTION" #506

Hello,
The Message text field in the SHIPPING QUOTE PANE DESCRIPTION area of
/admin/store/settings/quotes/settings
Is un-translatable.
The content of the field does not show up in:
- Translate Interface (/admin/config/regional/translate)
The content cannot be over-ridden by:
- String Overrides (admin/config/regional/stringoverrides)
This forces me to display the message in both languages (not ideal, but working)
What am I missing?
