🔧 Repository: Create FAQ for plugin owners and contributors

I feel there are some common errors or problems that plugin owners and contributors may encounter when contributing to this repository. We could list these and their resolutions as an FAQ (potentially in the Plugin Maintainer Guide).

The ones that immediately come to mind:

• Issues with generating API reports
• Close/reopen trick to fix GitHub waiting for status to be reported
