🔧 Repository: Establish Emeritus section and process for Community Plugin Maintainers

It would be great to have an Emeritus section and process for Community Plugin Maintainers as this would be a way to show our thanks for their hard work. The main Backstage repo does this and here's an example: https://github.com/backstage/backstage/blob/master/OWNERS.md#emeritus-core-maintainers. Here's some more details on what the process looks like from the governance documentation: https://github.com/backstage/community/blob/main/GOVERNANCE.md#stepping-downemeritus-process

Honestly the process would be as simple as creating two PRs:

1. Remove yourself from the Project Area: https://github.com/backstage/backstage/blob/master/OWNERS.md#community-plugins
2. Add yourself to an Emeritus section here: https://github.com/backstage/community-plugins/blob/main/GOVERNANCE.md
