Implement LZ bridge forwarder

The currently deployed bridge forwarder is just a proxy that currently does nothing when veBAL balances are transferred to an L2.

We could automate gauge checkpointing for a user whenever a balance is transferred by providing an implementation.
For that, we'd need to know which gauges to checkpoint for a given user.
