Add metrics for collected data

Recently AWS changed the description of the regions which caused the pricing api to return no data when filtered with the old SDK.

It didn't cause any minor disruption, but could have been caught earlier if we had metrics about collected data and alerting rules in place to alert if no data is returned at all.
