Expand version information in `betty.about`

To do

• Include the current Git 'version' if Betty is not run from a packaged release. Include the latest commit hash and whether there are local changes.
• Hardcore the current major version. We can use that to link out to the correct documentation, We late translations, etc.

Cache scopes will benefit from a more granular development version as well.
