All game crash after having a second GPU installed on my build.

AMD Ryzen 7 5800X, RTX 2060, RTX OC 3070 Ti

What's wrong?

Got an old 2060 from work and wanted to use it as secondary GPU only for recording or streaming. After having, it installed, every single game either crashes or takes hours to load Vulkan shaders. This was not happening before. Also, I realized that on btop my main GPU now appears as GPU1 instead of GPU and instead the newly installed GPU appears as GPU0, I haven't changed the slot where the 3070 Ti, so I don't know why that changed.
I believe that for some reason Steam only grabs my 2060 and that's why all games crash. I tried to run The Last of Us 2, and it only let me choose the 2060.
