Add First-Run Activities

Add a config default to "FirstRun=True", change this to false every time PYTK is run (we could later add routines to deal with updates in this way). Also add a lastrunversion variable to this end (have it grab the value from the setting at the top of the main .py file as I change this before releasing).

Immediate things that could go here:

1. a popup giving instructions on changing models,etc
2. add a setting: pyToolkit:WordPart:Priority as high priority (explained in another thread)

I can see that redirecting users to the website on their first restart with the plugin installed would be useful. We already have a bit of a first run guide there that we could link to.

Notes on implementaiton: I think you just need lastrunversion. First run is true IFF lastrunversion != current version. NB: this version number should not be the same as the config version number.
