Add 'Regenerate Dictionary Database' Option to Pinyin Toolkit Menu

A friend of mine complained that the CEDICT database has shrunk between 0.05 and 0.06 (and thus when he updates cards previously found in CEDICT PYTK falls back on google translate). This obviously isn't the case as CEDICT continues to grow.

He uses a netbook and it took a long time (tens of minutes / hours) to generate the database. I thought that the most likely explanation was that the database failed to generate correctly. For this kind of situation a regenerate database option might be handy.

They can always delete the pinyin/db/cjklib.db file from the plugins directory. That will force a generation the next time Anki starts.

It still might be nice toh ave a menu item though.
