Feature request - documentation for how we should name repos

Hello - I wonder if we could start a README specifically on the topic of how we expect users to name their modules, under various different usecases. I have been trawling the web and slack, and have seen various points of view, but it is extremely hard to understand various different angles, either as a producer or consumer of modules. I have some specific questions, but I think many people are confused, and there are several different approaches in the wild (e.g. compare grpc-java, which uses the maven namespace, vs protobuf, which uses protobuf_maven even for exposed libraries (e.g. here https://github.com/protocolbuffers/protobuf/blob/main/java/util/BUILD.bazel#L16)).
