Cannot download coursier_cli from mirror.bazel.build

The latest rules_jvm_external (release 6.7) references mirror.bazel.build for coursier_cli:

https://mirror.bazel.build/coursier_cli/coursier_cli_v2_1_24.jar

However, this path is not accessible and repin fails.

This appears to have regressed in #1306 . The previous coursier was mirrored to mirror.bazel.build. The new one is not.

Done. I mirrored the jar, the link now works.
