There are a huge number of projects that are expending a lot of effort to be able to use Google's ProtoBuf APIs in Bazel. Rather than reinventing the wheel, it would be helpful to have a googleapis module that everyone can use and can contribute to. This would be very helpful, especially when using the annotations.proto.

Even the best 'canonical' example I can find of integrating googleapis buildfarm in Java has had to DIY it in an extraordinarily cumbersome way.
