[Bug]: Generate module diff requires PR approval

What happened?

I love love love the new "Generate module diff" presubmit. It makes it so much easier to review changes!

But on https://github.com/bazelbuild/bazel-central-registry/actions/runs/13467496272 I noticed that I can't see the diff until a maintainer approves the change. That's a little backward! I want to view the diff so that I can review the change!

Was that PR by someone who hadn't contributed to the BCR before? The Google GitHub org has a policy that doesn't allow CI to run in that case without a manual unblock each time.

yeah, unfortunately I don't think there's anything we can do here. to be clear, the workflow itself requires approval to run, not approval of the PR.

Oh, sorry, this is probably just user error on my part---I didn't realize there was a way for me to approve the workflow, as opposed to the PR. (Or can only BCR maintainers approve the workflow, as opposed to individual module maintainers?)

It's not a user error :) approving a workflow does require BCR maintainership (in general, repo write acls, I believe)
