There's build rules for this in @rules_hdl//dependency_support/verilator that could probably be transferred into a BRC module. Having this module would help manage multiple versions across consumers.

I think this issue relates to hdl/bazel_rules_hdl#336 but it'll come down to the maintainers of rules_hdl to decide on a direction.
