For anyone starting (or delaying!) the migration from WORKSPACE to Bzlmod, check out the Bzlmod Migration Tool. It's a script that scans your WORKSPACE and generates a draft MODULE.bazel file and a migration report to get you started.
It's a "best-effort" tool, so it won't be perfect, but it should save a lot of manual work.
Moreover, this tool is actively being improved. If you encounter any issues or have suggestions, please contribute by creating an Issue or PR at bazel-central-registry.
