Hello, I encounterred really odd issue, and stucked for a couple of days. Could someone help?

It's unclear what you're doing. The protobuf library looks nothing like the one on github: https://github.com/protocolbuffers/protobuf/blob/main/BUILD.bazel#L188

looking at the error message having \user\..., C1083 and WORKSPACE means OP is on Windows using MSVC and bazel.

And protobuf Bazel based build will not work on windows due to too long path in protobuf so bazel has issue to copy file so you have this typical error message "No such file or directory"...

Thanksfully Protobuf team has decided to close this issue since Bazel + MSVC + Protobuf is not a supported stack 😮‍💨

So I guess, transitively, rules_proto won't have to support it either and should issue a fatal_error/warning instead....

ps: CMake based build is perfectly fine and MSVC has builtin support for CMake...
