SFMS Insights: Temperature Interpolation #4995

Describe the task
Interpolate Temperature based on #4962 and compare to current SFMS output
Acceptance Criteria
- Pull station data from WF1
- Which stations are used? Is it all stations or just Prep Stations? (A: Use all stations that have values)
- Adjust each station to sea level individually
- Interpolate adjusted station data to a raster and store in object storage
- Adjust the temperature in each raster cell according to elevation and store in object storage
- Object storage path format: (path = based on iso date format, where each component is a path segment (e.g.
root/YYYY/MM/DD/raster_file_yyyymmdd.tif), this allows a less flatter structure for browsing easier. File includes iso date in case we download. - Verify Daily SFMS data according to out outputs
