Noticed in Moodle 4.5 - plugin Version 1.1, 2025032401.
Currently, Section completion always appears as an option when a user selects 'Add restriction...', even if completion tracking is turned off in the course. Sections can also be selected if they contain no completion tracked activities/resources.
Section completion should only shown as an option if completion tracking is enabled on the course and a section should only be presented/selectable if it contains completion tracked items.
Core group and grouping conditions do similar - i.e only show if there are groups and groupings in the course.
