CMake Warning for >3.30

In the latest cmake we get a warning that support for cmake < 3.10 will be dropped in the next version. @stewartboogert what's the lowest version of cmake we use in the testing? I could set our minimum requirement to v3.10 to resolve this. Currently, we require at least 3.5.

CMake versions are currently (for the different testing environments)

• Mac (Intel) 3.31.5 (latest brew)
• Mac (Apple) 3.31.5 (latest brew)
• Centos8 3.20.2
• Alma9 3.26.5
• Ubuntu20 3.16.3
• Ubuntu22 3.22.1
• Ubuntu24 3.28.3

So we appear to be safe to require cmake 3.10

I'll let you make the PR making this change.
