Remove pyscript.toml in order to finalise migration to insert-based web deployment #23

Describe the bug
As of #21, support for insertion based Briefcase web deployment was added, with insertion markers added to index.html and briefcase.css.
{{ cookiecutter.format }}/www/pyscript.toml remains within the template. This may be an oversight as backwards compatibility with older versions of Briefcase and Toga with the latest template will not be possible due to changes within static web files. If pyscript.toml no longer serves a purpose within the template, it should be removed.

Expected behavior
pyscript.toml is no longer extracted from the template.
