Recent changes with noexceptions support broke compiler explorer (could be a broader cmake issue, not just CE)

I don't understand, why does it say missing binary operator before token '('...

Edit: I think clang's error message tells us why:

looks like fixing cmake install did not solve the issue. I'm not quite sure how CE installs header only libraries, but at first glance build_type: none might be incorrect

update: after playing around with CE infra locally, it looks like the only way to make configure_file to work, will be manually calling cmake in CE after_stage_script

I've looking into this and we can do it in a similar way as @neatudarius did for iterator interface: https://github.com/compiler-explorer/compiler-explorer/blob/main/etc%2Fconfig%2Fc%2B%2B.amazon.properties#L4545

For this, we need to have a cmake rule beman.inplace_vector, which we don't currently have.

what exactly do we need to change? because interator_interface is a STATIC library and I believe that is the reason why it works?
