Export types helper functions

I have a use case where I need to manipulate Delta objects and it would be really helpful to export the types helper functions like `isAddedDelta`.

I've copied them into my own codebase for now, but would be nice to just use the built-in functions instead of forking.

Are these intentionally not exported?
