Load the Target's Compiler Env

Specifications

• For each build target generated in the build directory, generate a Python script directly inside that build target.
• Use code generation techniques to generate the script.
• The script must :
  • Read (Deserialize Local Env #153) the compiler's saved environment (Represent Local Env #151) in the .properties file (Save Compiler Env #135, Serialize Local Env #152);
  • Supply a function that loads the compiler's environment into the current Python's environment;
  • Call the function above when being imported or ran;
  • Be situated in the build/<build-target>/script directory.
