png: Character encoding in zTXt #19
Description
According to the spec, the uncompressed text should always be Latin-1 encoded, but the editors out there doesn't seem to care much about the spec, as I haven't seen any examples of it. Not sure to handle it, but I'm sure this will pop up once people start using this library, so create this issue for discoverability.
