Ability to store and retrieve meta data about lock recipient

Config driven metadata storage on lock acquisition with the ability to query it via the lock name. Data points to be stored:

• hostname of lock acquirer
• timestamp of when acquired
• volatility of lock
• estimate expiration if lock is volatile
