zip required files and folders

need a function that can take a list of folders and files, then zip these in a format that can be used with the cookiecutter function (from_zip)
This requires a structure than can be viewed download govcookiecutter-lite as zip: https://github.com/best-practice-and-impact/govcookiecutter-lite/archive/refs/heads/main.zip)

DoD: function can take a subset list of files/folders to include, create a zip which is compatible with cookiecutter
