create a new Topic - button for this

A Topic = an Activity but without date or place-location.
Currently in JekyllRB, a "post" needs a date to be written into its file name.
Cf: " The post file name must be in this format: YYYY-MM-DD-title.md "
(Why?)
Can a new filename type be used: a Topic-Subject-ProtoActivity. i.e. without Date without Place.
Maybe make it a new tab next to "create activity" So everyone sees they may publish a theme (topic) OR create an activity.

@David-Ro it is not true that you need the date for the activity file name. It works without, try see what breaks.
