[Feature Request] Bandwidth Limits

It would be cool if there was a setting for bandwidth limits.

This feature would assist developers who use Laravel Vapor. The reason being is to simulate the AWS API Gateway which has either a 1 MB or 4.5 MB limit (for both upload and download).

Supporting settings for hosting limitations would be useful for the setup wizard too on fresh installs. I.e. recommended settings for Laravel Vapor.
