Add support for artisan queue:work (windows) and ideally horizon

Today we need to run a separate terminal window to do php artisan queue:work it would be great if this could be ran / monitored directly from Herd interface

+1 on this request. Takes many steps to setup supervisord on osx on new system. Would be neater with something that is closer to Forge functionality.
