Add support for schedule:run in Herd (windows)

Today, we need to run a separate "cron job" to get the schedule:run to run, it would be awesome to be able to start / monitor from the Herd UI

+1 on this request. Takes many steps to setup cron on osx on new system. Would be neater with something that is closer to Forge functionality to run scheduler with one click.
