Support for virtual tenderly testnet

Tenderly now has virtual testnets https://docs.tenderly.co/reference/api#/operations/createVnet. Would be great if we could pass a flag --virtualTestnet instead of a fork so we can get state sync and other new features

We have that already but currently in a private repo as we migrate the tooling to a monorepo. Lmk if you need it and i can share instructions, if not better w8 till we make it public.
